Start by deciding who you want talking on the call
This is the fork in the road, and it decides your budget more than any feature list. If a human rep still does the talking, you are buying software that makes a headcount more productive, so you need the headcount first. A per-seat dialer at $165 a month is cheap right up until you remember the seat costs about $114,000 a year fully loaded.
If an AI does the talking, you are buying capacity instead of leverage. There is no ramp, no turnover, and the tool works a list of 5,000 the same way it works a list of 50. The trade is that you have to be comfortable with a disclosed synthetic voice representing your company, and you have to accept that the conversation quality is set by how well you brief it.

Build-it-yourself voice platforms cost more than the price page suggests
Vapi, Bland.ai, Retell AI and Synthflow all quote low per-minute or per-month numbers, and for a proof of concept those numbers are honest. The cost that surprises teams is everything around the voice: the dialing logic, the retry rules, the DNC scrubbing, the calendar integration, the CRM write-back, and the weeks of prompt tuning before the agent stops losing calls at the first objection.
That work is real engineering, and it does not end at launch. If you have a developer who wants to own a voice agent as a product, these platforms are genuinely good. If you want meetings on the calendar next month, the build cost is the whole story.

Watch for the AI SDR that never picks up the phone
Several products marketed as AI SDRs do email and LinkedIn only. This is not a criticism of the products, some of them are very good at what they do, but it is a real mismatch if you searched for cold calling software and assumed calls were included.
Artisan is the clearest example because they say it plainly on their own site: Ava cannot legally make calls, she builds a list of qualified prospects for your reps to dial. AiSDR's phone motion runs through an Aircall integration where a human rep dials and speaks. Reply.io's Jason AI generates a script and creates a task for a rep to click and call. Regie.ai's synthetic voice is used for voicemail drops, not live conversations. In every one of those cases you still need someone to hold the call.

The compliance questions to ask every vendor on this list
US outbound calling is regulated regardless of whether a person or a machine is speaking, and buying a tool does not move that liability off you. The FCC ruled in February 2024 that AI-generated voices in calls fall under the TCPA, which means artificial-voice calls to consumers generally need prior express consent. The amended Telemarketing Sales Rule carries penalties up to $53,088 per violation and a five-year record retention requirement.
B2B calling to business lines is generally outside the National Do Not Call Registry, which is why most of the tools here are sold into B2B teams first. That exemption is narrower than people assume, and it does not cover cell numbers of sole proprietors or the state registries that go further than the federal one. Ask every vendor how scrubbing, consent, disclosure and calling hours are handled, and get the answer in writing.
