Outbound call center pricing answers two different questions. One is what the software licence costs per agent per month. The other is what an agency charges to make the calls for you. Those numbers are an order of magnitude apart.

Outbound call center pricing splits three ways. Software is sold per seat, roughly $19 to $240 per user per month: Genesys Cloud CX starts at $75, Talkdesk at $85, Five9 lists $119 and $159 per concurrent seat, and Readymode charges $199 and $249 per licence. Outsourced US agencies charge by the hour or by the dedicated rep, with CIENCE publishing $4,500 a month for a US-based SDR and SalesRoads starting at $9,950 per four-week engagement. Building the same capacity in house costs far more than either: median SDR on-target earnings are $80,000, which loads to roughly $114,000 a year once benefits and payroll tax are counted. The licence is almost never the number that decides your budget.

Vendors move prices and carrier charges are usually billed separately, so confirm before you sign.

Eleven of the fifteen third-party rows carry a published figure and four publish nothing at all. ColdCalls.ai is our own product and is marked as such. Every other row records only what the vendor puts on its own pricing page, including where that is nothing.
The three prices hiding behind one question
When someone asks what an outbound call center costs, they are usually asking one of three questions and have not yet worked out which. Buying software means you already have the people and you need the dialing, list management, compliance and reporting layer they sit behind. That is the $19 to $240 per user per month band in the table above. Hiring an agency means you are buying the people too, priced by the hour or by the dedicated rep, which is why those numbers start in the low thousands per month. Building in house means you are paying salary, tax, benefits, management and churn, and the software becomes a rounding error.
The reason the comparison goes wrong is that the three are quoted in different units. A $159 seat and a $4,500 rep and a $114,000 loaded salary are all real prices for what looks like the same thing. Work out which question you are asking before you compare anything, because a platform licence tells you nothing about whether you can afford to run the campaign. Seat minimums decide whether you can buy at all, and almost nobody puts them in the comparison
The most expensive line in this category is often not a price but a floor. Five9 publishes $119 and $159 per seat and then states, in a footnote under the table, that prices are per concurrent user with a minimum of 50 seats. If you have twelve agents, Five9's published price is not available to you at any headcount you actually have, and no listicle we checked mentions it.
The pattern repeats down the market. Aircall's published tiers carry a 3-licence minimum and the custom tier that holds the power dialer carries 25. Readymode prices from five licences up. CloudTalk requires one user on its first three tiers and three on Expert. JustCall requires two, ten on its Business tier, and fifteen before personalized onboarding is included. Apollo requires three seats on Organization. Talkdesk's small-business Express offer is a 25-licence bundle. Orum states three seats on Ascend. Read the floor before the price: it is the thing most likely to disqualify a platform you have already shortlisted, and it is the reason a small team often ends up on a product that was not designed for the job.

What the seat price does not include
A per-seat figure is a starting point, not a total. On four of the platforms we checked, the dialer itself is not in the seat. Apollo keeps Power Dialer, Parallel Dialer, International Dialer and Local Presence inside an Advanced Dialer add-on billed at $119 per team per month, separate from the $49 to $119 seat. CloudTalk charges 15 EUR per user for power dialing and 39 EUR for parallel dialing unless you are already on the Expert tier. Aircall keeps the power dialer on the custom tier. JustCall puts its multi-line sales dialer in a quote-only column, so the published 30 to 90 EUR buys the phone system and not the dialer.
Compliance is sold the same way. Kixie lists Do Not Call scrubbing as a compliance add-on rather than a standard feature, which matters more than it sounds: DNC scrubbing is not a nice-to-have on an outbound campaign, it is the control that keeps you inside federal and state law. Then there is everything after the licence. HubSpot Sales Hub charges a required one-time onboarding fee of 1,470 EUR on Professional and 3,420 EUR on Enterprise, which we found on their own pricing page on August 10 and have seen in no comparison article. PhoneBurner charges $15 per 1,000 outbound SMS past the limit and requires A2P 10DLC registration. Convoso states plainly that carrier fees are billed separately. Close bills calling on usage on top of the seat. Add three or four of these to a shortlist and the cheapest published price frequently stops being the cheapest deal. Outsourced outbound call center pricing: what US agencies actually publish
Agency pricing is quoted per hour, per dedicated rep, per qualified lead, or per booked meeting, and the published market is thin. We rendered the pricing pages of ten US outbound and appointment-setting providers and only four published a figure you could put in a budget.
CIENCE publishes the only real per-SDR rate card we found: $1,500 a month for an offshore Level 1 rep, $2,500 for Europe and $4,500 for the United States, rising to $3,500, $4,500 and $6,500 at Level 3, with a $1,000 one-time onboarding fee per SDR. Their published start is $5,000 for GTM setup plus $2,000 a month for the strategic team plus $499 a month for their data platform, which is $7,499 in month one. EBQ publishes $5,000 a month half-time and $10,000 a month full-time on an annual commitment. SalesRoads starts at $9,950 per four-week engagement, and two SDRs at $16,750 per four weeks works out at $8,375 a rep. Note the billing unit there: four-week cycles mean thirteen invoices a year, not twelve. Superhuman Prospecting publishes Calls Only from $1,998 a month and SDR bundles from $4,995, with lists at $3.00 per contact and CRM integration at $250. Upcall prices per lead at $3.50 to $7.50. Leadium publishes budget bands rather than prices. Six providers published nothing at all.
The headline US hourly range you see quoted around this topic, roughly $25 to $40 an hour, is broadly consistent with those rate cards once you divide a monthly dedicated-rep figure by working hours, but treat it as a band rather than a quote. What actually moves your number is program size, whether the rep is dedicated or shared, and whether list building and data are inside the fee or billed on top. The number that decides the budget: what a seat costs once a person sits in it
Every price above is smaller than the salary it supports. Bridge Group's 2025 Sales Development report, which surveyed 351 B2B companies, puts median SDR on-target earnings at $80,000, split $55,000 base and $25,000 variable. The BLS Employer Costs for Employee Compensation series for the first quarter of 2026 puts benefits at roughly 30% of total compensation, which is about 43% on top of wages. Our arithmetic on those two published figures, and we label it as ours rather than as a cited statistic, lands a loaded SDR near $114,000 a year. Against that, a $159 Five9 seat is about 1.7% of the cost of the person using it.
The same report is more useful on the parts nobody budgets for. Median turnover is 40% a year, ramp is three months and median tenure is 1.9 years, so a ten-seat floor rehires four seats annually and pays three months of ramp on each one. Median activity is 44 dials and 4.1 quality conversations per rep per day, and 60% of reps hit quota. Those five numbers, not the licence, are what make outbound expensive, and they are the reason the software comparison is the least important comparison you will do.
