A power dialer places a fixed number of calls per available agent, usually one to four lines, so someone is always free when a prospect answers. A predictive dialer uses pacing algorithms to dial ahead of agent availability, placing more calls than there are free agents and betting on how many go unanswered. Predictive produces more live conversations per hour. Power produces fewer abandoned calls and less regulatory risk. Most teams under about 20 agents should be on a power dialer.

What is the difference between a predictive dialer and a power dialer?
The difference is who waits. On a power dialer, the system waits for the agent: it places calls only when an agent is free, at a fixed ratio of lines per agent. On a predictive dialer, the agent is expected to be free by the time someone answers, because the system dials ahead based on how long calls take and what share of them get picked up. When the prediction is wrong, a real person answers and there is nobody there. That is an abandoned call, and it is the entire trade you are making.

What is a predictive dialer in a call center?
A predictive dialer is an outbound system that decides how many calls to place based on live statistics rather than a fixed rule. It watches average talk time, average wrap time, the share of calls that reach a human, and how many agents are currently available, then places enough calls that an agent should come free at roughly the moment someone picks up. Get the pacing right and agents spend most of the hour talking instead of listening to ring tones.
The catch is that the math only works with volume. Prediction is statistics, and statistics need a sample. With five agents, one long call throws the whole model off and you either abandon calls or leave agents idle. With eighty agents, the averages hold. This is why predictive dialing is a large-floor technology and why vendors that sell it, such as Convoso and Five9, sell into contact centers rather than to five-person sales teams.
Auto dialer vs power dialer: is there a difference?
Auto dialer is the umbrella term, not a specific mode. Any system that places calls without a human pressing the numbers is an auto dialer, which includes preview, progressive, power and predictive dialing. Vendors use the phrase loosely, so when a pricing page says auto dialer, the real question is which pacing mode is included and whether you can switch modes per campaign.
Ask that directly during the trial. Plenty of tools marketed as auto dialers are progressive only, which is fine for a small team but will not deliver the conversation volume a pricing page implies. Others include predictive but gate it behind an enterprise tier or a seat minimum.
Which dialer should you use?
Match the mode to your agent count and to how much the individual conversation is worth. The more valuable each connect is, the less you should be squeezing pacing.

The compliance limits on predictive dialing
Predictive dialing is legal in the United States and it is also the one dialing mode with a hard numeric limit attached to it. Under the FTC Telemarketing Sales Rule, a telemarketing campaign qualifies for the abandoned-call safe harbor only if it abandons no more than 3 percent of calls answered by a person, measured per campaign over a 30-day period. When a call is abandoned, the system has to play a recorded message identifying the seller within two seconds of the person's greeting, and that message may not contain a sales pitch.
That 3 percent number is why supervisors who push pacing to lift connect rates create legal exposure rather than pipeline. It is also worth knowing that the Supreme Court narrowed the TCPA definition of an autodialer in Facebook v. Duguid in 2021 to equipment that uses a random or sequential number generator, which means dialing a stored list of specific numbers generally falls outside that particular definition. It does not get you out of the TSR, state law, Do Not Call scrubbing or consent rules, and several states set stricter limits than the federal floor. What a faster dialer will not fix
Dialer mode changes how many numbers you touch per hour. It does not change how many of those numbers are worth touching. Gong's analysis of 300 million calls put the average B2B connect rate at 5.4 percent and the top quartile at 13.3 percent, and that gap is driven by list accuracy, call timing and caller ID reputation, not by pacing. If your numbers are stale, a predictive dialer just reaches voicemail faster.
Caller ID reputation deserves particular attention. Carriers apply spam labels based on call patterns, and high-volume short-duration dialing from a single number is exactly the pattern that triggers them. Once a number is flagged, no dialing mode recovers the connect rate. Rotate numbers, register them properly, and watch answer rates per number rather than in aggregate.
The other failure mode is silent. Outbound runs on infrastructure, and a SIP trunk or CRM integration that dies at 9am costs the whole morning before anyone notices the queue stopped moving. Teams that run outbound seriously put uptime monitoring on the endpoints their campaigns depend on, so a broken integration surfaces in minutes rather than at the end of the shift.
Where AI voice agents fit
Every dialing mode above exists to solve one problem: an agent is a scarce resource, so the system has to keep them talking. Pacing, ratios and abandonment are all consequences of that scarcity. An AI voice agent removes the constraint. There is no agent to keep busy, so there is nothing to predict, no ratio to tune and no abandoned call created by a bad guess about talk time.
That does not make it the right answer for every call. Consultative selling, licensed advice and anything where a human relationship starts on the first call still belong to people. How many lines should a power dialer run per agent?
Two to three lines per agent is the practical range for most B2B teams. One line is progressive dialing and wastes the agent's time between calls. Four or more lines starts producing the same abandonment problem predictive dialing has, without the pacing intelligence that manages it. Start at two, watch your abandoned call percentage for two weeks, and only move to three if the number stays comfortably inside the 3 percent ceiling.
Does a predictive dialer increase connect rate?
No. A predictive dialer increases the number of connects per agent hour, which is a different measurement. Connect rate is the share of dials that reach a live person, and that is set by list quality, timing and caller reputation. If 5 percent of your numbers answer, 5 percent will answer whether you dial them one at a time or three hundred at a time. The short version
If you have fewer than twenty agents, run a power dialer at two to three lines and put your effort into list quality and timing, which move connect rate far more than pacing does. If you run a floor of fifty or more with blended inbound and outbound, predictive dialing on a full contact center platform pays for itself, provided somebody owns the abandoned call percentage as a weekly number.
